The pages no longer appear to be accessible at that
site.

The files provided here are a small subset of the 
full contents of the folder, and are made available
for the purpose of preserving and continuing 
Prof. Williams' long-running effort to develop a 
proposal, in collaboration with others, for optional 
sets of standard words for IEEE 754 arithmetic for 
the Forth language. 

Here you will find his last-known proposal, version
0.5.5, in its original text format,

The file

ieeefp-ref-2020-12-26.zip

contains his reference implementation of the proposal
and test code.

In addition, there is a formatted pdf version of the 
proposal created by me, primarily for my own ease of
reading(*):
